VOSA confirmed that it had received reports of garages being unable to gain access to the system and reported that less than half the usual daily level of 130,000 tests had registered on the system this week. Garages were instead advised to issue old-style paper certificates. In March, the RMIF called on the VOSA to take urgent action to address the problems after two partial systems failures.
